[Description:]
I've noticed that when opening new tabs we are transitioning to a blank page before actually loading the new tab. In private mode, this causes a "flicker" like effect, while in normal mode it is less obvious, but still noticeable.

[Steps:]
1. Open FF.
2. Open new tabs.

[Actual Result:]
I think about:blank opens before about:newtab is opened. (see attached video)

[Expected Result:]
I'm not sure if the new tab options(CTRL+T, File/NewTab)are configurable to open anything else but about:newtab, but IMO we should open new tab without the transition to about:blank.

Duplicate of bug 1379587?
I didn't see bug 1379587 when I logged this one :- the private window behavior is definitely duplicate of that bug, but IMO the normal window has the same behavior and I see a fix handling the root cause rather than the effect.
