The current Firefox -> Firefox profile migration code has a list of files related to saved passwords. This includes "key3.db", the file that NSS creates to save the ("encrypted") key that encrypts saved passwords. When we switch to the sqlite-backed implementation (bug 783994), this file will be called "key4.db", so we need to add that to the list.
