We want to breaking tab data collection into chunks so the process won't cause us skip any frame. Please take a look at comment 7 bug 1353586 and comment 13 bug 1353586.

Mike, after consideration and observing the telemetry data over a period of time: 1. Bug 1388664 was already landed, so the data collection has been moved to idle dispatch. 2. Data collection time is decreasing. I think it's good to keep this priority(P3) unless we observe the data collection time becomes higher or it shows up on performance profiles.
