[Affected platforms]:
Mac OS X 10.12, Windows 10 and Ubuntu 16.04
[Steps to reproduce]:
1.Go to youtube.com
2. Open more videos in new tabs.(don't focus the new tabs that you opened)
3. Go and hover the mouse over the tabs that you opened at step 2
[Expected result]:
The video should start only after the tab is focused.
[Actual result]:
The video starts after you hovered your mouse over the tab.
