Bug 1364896 increased the padding of the context menus in Firefox when triggered through touch. However, our menus remain very crammed and compressed when accessed using a pointing device. This makes them much harder to scan than other menus in the system and it is also inconsistent with the rest of our UI (panels). Let's increase the default padding in context menus and the main menus (the ones accessed through the menu bar) to match the menus in File Explorer (see attachment).

Sorry for butting in, but I believe that this issue was filed for pointing devices, and not touch devices ("our menus remain very crammed and compressed when accessed using a pointing device") so maybe it shouldn't block Bug 1352356?
Yep! This is about non-touch interactions. We are already good when the user interacts with touch, but not when they interact with the mouse.
