apz.frame_delay.enabled, added in bug 1375949, has been enabled by default on the Nightly channel (bug 1384708) for over a month now, with no complaints about it or regressions on desktop. (It did cause a regression on Fennec, bug 1390145, and has been temporarily disabled there, but that's to do with the dynamic toolbar and unrelated to desktop.) I think the time is ripe for it to ride the trains on desktop.
