The test case here opens a link in a new tab. The page that is loaded has `<META http-equiv="refresh" content="0;url=/m/top.do">`, which redirects the page immediately after loading. I'm not sure what we could do here, as we don't know a page will be redirected using this approach until after it has loaded (and we show the first burst), and thus we should still show the second burst because the next page isn't loaded immediately.
