It would be nice when using the Browser Toolbox to be able to set the network throttling for all tabs and anything else that the browser touches over the network.
Thanks for filing! It seems like an interesting idea.
Since there's no RDM UI in BT, I would imagine we would first expose throttling in the network panel (bug 1349559), and this would be available for BT either automatically or with minimal work after that.

I'd also like to see this implemented.
I am currently having trouble testing interactivity between a page and a window it launches because the newly-launched window does not inherit the throttling settings from the parent window. I've opened a similar ticket in Chromium for this issue: https://bugs.chromium.org/p/chromium/issues/detail?id=907182&can=2&q=throttling%20component%3APlatform%3EDevTools
