Was this meant for Core:Graphics?

update: this behavior is visible on Windows 8.1 as well, although more intermittent. I have a hunch that it might depend on the quality of the recording.

Comment 0 asks to check the attached screen recording, but there's no recording here. Can you please attach one?

Oh my bad..sorry about that. Attached the recording but due to the size, it didn't uploaded in the first place. You can check it here https://streamable.com/skmzg

Have you verified if you see the bug with a high quality recording?

Been out Friday, having issues atm running elgato on win7, so still working on it.

I did manage to install Elgato on Windows7 x64, but with no success actually using it. I've tried everything that crossed my mind to debug it and make it work but Win7 wouldn't have Elgato detected and functional on Win7.
Ran the test on Win10x64 and Win 8.1 x64 and the animation for the move to new window is there (takes ~18frames), so that answers comment 5. Did the tests on FF57 and FF58 (09.26.2017), so updating flags accordingly.
So we're back at the starting point: we have this bug localized on Windows 7, but I have no way to actually confirm if it is a bug or that just animation on Win7 is just fast enough that it cannot be caught by regular screen recorders.

I tried to reproduce on my Windows 7 machine, and could clearly see the animation (but I couldn't record it as that machine doesn't have an HDMI port that I could plug the elgato into). So... unless I'm missing a step to reproduce, I would propose 'worksforme' here.

Originally this was logged from a Win 7 on which this bug was reproducible. Since I couldn't reproduce this bug on a different Win7 machine my conclusion was that there was something amiss or custom configured for the Window 7 Aero theme. Changing theme configuration and performance settings for the culpable Win7 machine, I ended up "fixing" the problem and now the bug cannot be reproduced there either.
Since this was a false positive from the starters, I'm marking it as WFM and removing the triage tags.
