Bugzilla users occasionally accidentally put confidential information in Bugzilla comments and attachments. When that happens, the only ways to fix the problem are to restrict the bug to a secure group and file a new one (painful, redundant) or to get a server administrator to remove the confidential information via SQL queries (slow, risky since administrators may not always be available). Bugzilla should have a mechanism--available only to Bugzilla administrators and trusted users--for editing comments and attachments to remove confidential information.
This is a generalization of bug 540 "Need feature to edit long description" as it is not only about comments, but also about attachments. Maybe it makes sense to file a bug "Need feature to edit attachment content" and make both bug 540 and the attachment twin depend on this one, which could introduce a new group or other generic things needed by both. In particular, this bug is a request to implement option 2) in http://bugzilla.mozilla.org/show_bug.cgi?id=540#c33
