Details
Currently, ValidateOutputFormat returns info suitable for an HTML template by
default. This is not always what you want (see e.g. the intial comment templates.)
There are several possible solutions to this.

Gerv, Myk, appropriate milestone please, I don't know enough about multiple
formats yet to have a clue what this is about and I'm trawling through bug lists
at the moment and don't have time to spend on one bug looking at code trying to
figure it out.

Fixed by bug 146495 - pass the different ctype as the third parameter to GetFormat.
