I unfortunately can't reproduce this reliably but I've been hitting this issue for years, I think. There might be a bug on file already?
Here's what I did, roughly:
1) Click a Bugzilla link in Gmail.
2) Drag the new tab from position 3 completely to the right.
3) Click two more Bugzilla links in Gmail.
Now the tab bar is broken as shown in the screenshot and I have to restart. I can't drag&drop any tabs either, they won't move. The blank spot to the right of the Gmail tab is really just a blank spot.

Adding another tab by clicking the "+" button leads to breakage on the right end of the tab bar as well.
