Why wouldn't you escape it in the fragment?

(I guess this needs more context)
In order to align with the URL spec changes.
All browsers are trying to converge towards a common set of characters we allow/encode in the URL fragment.

I commented over there, and would recommend not to rush anything as long as that bug is open.

The discussion ended and no additional characters need to be escaped.
