We've got the theme_icon value in manifest.json, which allows developers to choose a different icon in the case of a light or dark theme. That works great for browserActions. However on Windows on OS X, the tab bar can be a quite different colour. The default theme has a light browserAction background and the tab bar has quite a dark background.
So we choose the dark icon and then when you drag it over to the tab bar (using customise) its really hard to see.
