We know that some users, even though probably not the majority, find the "Clear Preview Panel" function of the Downloads Panel useful. With this function now being connected to the visibility of the Downloads Indicator, it's possible that more people would find this useful to them, in particular as a way to restore the pristine state of their toolbar. Unfortunately, there is also a "Remove from Toolbar" option on the button itself. This appears to do the same as the "Clear Preview Panel" function, except that it will make the button disappear permanently, even after a restart, instead of reappearing after the next download. These functions can be confused and I'm not sure that the subset of users who use the "Clear Preview Panel" functionality overlaps with users who have used Customize mode at least once. Can we expect the Downloads Indicator to be removed from the toolbar accidentally? Can we measure if the Downloads Indicator is removed more often than the others and/or more often than before, using current Telemetry?

This is on my list of things to address .. I think we need to redesign the panel a bit so there's a clear button on the doorhanger. It probably needs a little bit of touch-up to match the other Photon panels as well.
