Fwiw, it appears Chrome does create a block box for it.
I haven't checked what the spec(s) say, but I suspect Chrome is right.
If so, we should probably also investigate what happens when the <area>
is part of an imagemap *and* has various CSS properties.

I think this is a dupe of bug 616333, actually.
