There doesn't seem to be a way to set preferences for Mail/news account
information and LDAP server information via CCK and NCADM. These preferences
ultimately get saved in a user profile directory at install time, with server
and identity information embedded in the new prefnames.
We need to be able to not only set server information but lock it (hashed cfg),
and then mark the account invalid so the account manager pops up so the user
can enter their username/pw.

this was done a while back for the now defunct NCADM 7.0, since dependencies
are all fixed, marking as verified.
