With no windows open, Command-L should open a new window and select the URL
field, as IE & OmniWeb do. Currently, it does nothing at all, which is a step
back from Netscape 4.7, which at least opened a URL-entry field and then opened
a new window for the typed URL. The IE behavior is better, because it provides
access to all the URL-completion fields of a normal browser window.
Similarly, QA:File A Bug does nothing without an open window.
Reproducible: Always
Steps to Reproduce:
1. Close all windows
2. Select QA:File A Bug
Actual Results: Nada
Expected Results: New window should open, at bug page
