I can't reproduce here, but I will try it on Windows in a few minutes. (Your screencast is inaccessible for me due to Flash.)

This is a 64-bit Nightly, more precisely Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:58.0) Gecko/20100101 Firefox/58.0 ID:20171102100041
So flipping back the flag for 58.
Below the graphics part of about:support in case it is useful.
In my case a new window is all white, then black before it renders. Would that be another bug?

You are on Windows, so this should be bug 1411503.
I'm just a Nightly user like you and am helping with filing, confirming and verifying bugs.
WebRender is currently Nightly-only and wouldn't reach Beta 58, if I'm not wrong.

That is correct. And yes, please leave status-firefox58 as unaffected; any WebRender-specific bugs are by definition a non-default configuration and will not affect 58.
