Various panels in the NetMonitor can have overlapping scrollbars when using the Dark theme (because of the floating scrollbars)
I have seen the issue with the Response panel. But it can also happen with the Params panel.

STRs for the params tab:
- open https://bugzilla.mozilla.org/attachment.cgi?id=8926786
- open the netmonitor
- click on the "CLICK ME" button
- inspect the logged request, "Params" tab
=> two floating scrollbars appear, overlapping each other

We no longer have floating scrollbars in DevTools, updating the title.
There is still an issue with "double overflows", in the sense that it's hard to scroll those panels, but it's no longer specific to dark theme.
