We're getting a load of crashes for bug 1400637 again on Beta, so we need to remove alternate desktop from level 4.

[Is this code covered by automated tests?]: This is a trivial logic change to remove the alternate desktop but keep some other sandboxing measures. [Has the fix been verified in Nightly?]: This will not affect Nightly. [Needs manual test from QE? If yes, steps to reproduce]: No, as no change on Nightly and on Beta we can rely on the massive reduction in the crash rate. [List of other uplifts needed for the feature/fix]: None [Is the change risky?]: No [Why is the change risky/not risky?]: Very simple logic change. [String changes made/needed]: None
