Windows restore down looses restore size after [F11] full screen

Details
If you click the maximize box, the browser goes to maximize mode.
Click the "Restore Down" box and the browser returns to the previous window
size.
Now press the Maximize box again.
Then hit F11 to enter Full Screen mode. Now hit F11 again to return from Full
Screen mode back to Maximize Mode.
Now hit Restore down, and you will NOT return to the restored down window, you
will be restored to a window that takes up most of the screen.
