I believe this can be useful for users who like to have quick access to options available in the Hamburger menu -- and it avoids the extra click.

In pre-57 I used to have the option under the history button if I added the history button to the toolbar. Added a screenshot to show where this was. I don't think an entire button should be dedicated to it but I do like to hide the top toolbar and just use a history button on the toolbar. This used to be acceptable but now on 57 they took that one menu item away from the customized history button.
fwiw, I've just started accessing it from the hamburger menu. For me, the change became negligible since it's still accessible without having the menu bar up. Just changed my browsing habit
