This should have been fixed in Bug 1543508, by reverting the regressing bug (Bug 1400259).
Hi Krupa, would it be possible to have this issue explicitly QA verified?
QA should be able to use the STR from Bug 1422611 comment 0 to verify the fix (and I'm also marking this as qe-verify+).

Verified the fix on the latest Release (68.0.1 / 20190717172542), Beta (69.0b13 / 20190812173625) and Nightly (70.0a1 / 20190813095543) under Windows 10 Pro 64-bit and macOS High Sierra 10.13.6.
Additionally, I have attempted to reproduce the issue on several older builds, including Nightly 59.0a1 / 20180101100404, to confirm the occurrence of the bug, as well as on Release 62.0 / 20180830143136 as it was mentioned in the tracking flags (the issue cannot be reproduced in this version).
To summarize, the issue is Verified Fixed on the latest versions of Firefox, as it is no longer reproducible, menu items un-highlighting when no longer hovering over them.
