Steps to reproduce:
Tried to reorganize the order of "important websites" on the starting page and tried to delete google from them.

Drag and drop is being tracked https://bugzilla.mozilla.org/show_bug.cgi?id=1402192
When you dismiss a topsite it filters it out by url so what ends up happening is you get a new "google query result" as a topsite. You can currently work around this by pinning some more sites. Not sure if we have a bug for this, maybe we should track it here.

Do you also know the cause of the first problem?
These are actually two separate things, i had to put them in this pesky "one sentence" - structure ;)

Bug 1402192 will implement drag-n-drop.
Summary: Since the new update I cant reorganize the order in which the "important websites" on the starting page are shown, furthermore I cant delete the google website from them anymore. → Can't delete the google website from top sites

Current approach: When a user blocks a top site from a domain *more than 2 times* via the "Dismiss" option in the context menu, on the 3rd time, we show them a prompt to ask them if they want Firefox to ignore pages from this domain in top sites in the future. If yes, we never show them a site from that domain again, if not, they can continue to block individual top sites as they wish.

In the given scenario, dismiss will remove one google instance to remove it with the next, which in a sense would make this bug still valid. However, the delete history option from the tile management menu would remove all the instances, hence achieving in my view the desired result.
Resolving as WFM, due to above, please reopen if incorrect.
