Steps to reproduce:

Regression:
Good: Nightly 2016-11-05
Bad: Nightly 2016-11-06

1. Set theme to Light, or prior to 57, Developer Edition theme.
2. Open a tab with http://elib.dlr.de/favicon.ico
3. Switch to another tab.
4. Mouse over the tabs.


Actual results:

Red dot appears and disappears.
