The scrollbars that appear for a document do not change size when you change the
Windows scrollbar size setting (video-appearance). Some of the other controls
seem to work fine and do change size (dropdown select element), some do not,
such as textarea.
Reproducible: Always
Steps to Reproduce:
1. change Windows scrollbar size.
2. load a document large enough to force scrollbars
3. Note the size is still Windows default, not the new size
Actual Results: Scrollbars for frames or main window or textarea controls do
not change size in accordance with settings in Windows
Expected Results: All scrollbars should conform to the settings.
