Details
Normally form manager fills form with data, it have stored. It is great for
auto-filling login/password input fields, but sometimes it can cause problems.
For example when i edit my bug reports on http://bugs.php.net Mozilla prefill
form fields with data, came from my first bug report, i have submitted, while i
need to preserve these fields with information, they're filled by default (for
example bug summary or version of PHP).
So form manager needs an ability to cancel its automatic form filling and
revert all form fields to their default values.

I'm confused. Are you talking about form manager or password manager. Form
manager does NOT do any automatic form-filling.
Could you please give a step-by-step sequence starting from a fresh profile that
demonstrates the problem. That would clarify any confusion.

No reply from reporter in over a month. So I'm going to make some guesses here
and assume that reporter meant password manager rather than form manager. If
so, it appears as though he is talking about bug 153986
