The telemetry for what input methods are used for scrolling that was added in bug 1238137 is going to expire on 2018-01-22 (Firefox 60).

The purpose of this telemetry was to understand what scroll input methods users use most often, and therefore are worthwhile to spend time on implementing APZ for.

As we have now implemented APZ for all of the heavily used input methods, this telemetry does not need to be renewed beyond Firefox 60.

Since we're not renewing it, we should remove the code for it as well. If we ever want to reinstate it, the code is in the version control history.
