Follow up of Bug #1371920, as it wasn't completely fixed.
STR:
1. Set "browser.newtabpage.activity-stream.enabled" preference to "false" value in about:config
2. In New Tab press "Gear" button to "Customize your New Tab page" and in "NEW TAB CONTROLS" menu select "Show blank page"
3. Restart Mozilla Firefox
4. Open New Tab
5. Enjoy some odd animations artifacts, like hiding menu animation will be launched

Given this was regressed so long ago, I suggest we treat it as a normal bug for Tim's team to prioritize.
