Details

The first time a Payment Request is shown (or perhaps until one is "completed"), we should onboard the user to the PaymentRequest experience so they feel more comfortable with the experience and understand the browser's role in the transaction. We will need to keep track of when the FTU tour is "completed" so that we show it the appropriate number of times. The UX is TBD.
