Because the marketplace is shutting down on March 30, 2018, we want to notify anyone coming to the site. We want to replace the current mkt-banner text with the following message: "The Marketplace will shut down on March 30th, 2018. If there are any apps that you would like, and have not downloaded yet, please do so before that date. See <https://wiki.mozilla.org/Marketplace/FutureofMarketplaceFAQ>the wiki</a> for more background." (This should be localized.) And maybe we can change the mkt-banner theme to "error" so the banner shows up nice and red. (A similar change should also be made to /developers/ in case anyone bypasses it, but that can be done via /admin.)
