After bug 1436086 has been implemented, pressing tab from the tab strip should no longer unconditionally focus the address field, but instead focus the first toolbar button group, or whichever qualifying item in the first toolbar is appropriate.
Corner case: toolbars can be reordered by the use of -moz-box-ordinal-group and currently that order is respected, i.e. if the navigation toolbar is before the tab bar, Tab cycles from address bar to tab bar to document.

Thanks! The most important thing is consistency. So if the tabs are moved to the visually closest position to the document, shift-tab should go there obviously. Speaking in left-to-right terms, shift-tabbing should go from the document to the next thing to the top and right, so it is consistent with visual layout. :)

And likewise, tabbing forward should be consistent in the parity sense.
