After bug 1436086 has been implemented, shift-tabbing from the document root should no longer unconditionally jump to the address field or search box. Instead, it should land on the last group of buttons of a tool bar, or whichever last focusable item is appropriate in the last showing toolbar. There are still alternative means to quickly focus the address bar, like alt+d or ctrl+l, so making this change is safe.
