Bug 1433324 made it so that activity stream is always enabled -- pref wise. Although web extensions can still set a different url. Perhaps the service should still treat it as if activity stream was enabled? If so, the idl doesn't really need to expose enabled or not.

Bug 1619992 moved a lot of what nsIAboutNewTabService originally exposed to AboutNewTab, so any cleanups should probably occur there now.
