New private window works, but new window (blank page) has the issue for me. Is this what you see ? I don't see the link with session restore.

[Tracking Requested - why for this release]: Pretty bad usability regression. I can confirm, via local backout, that this is a regression from bug 1403648. I'm seeing this on Mac too.
