This problem is not only on web site but also on tab title.
Reproducible: always
Steps To Reproduce:
1. Enable WebRender, user_pref("gfx.webrender.all", true);
2. Open any Web site
e.g., http://archive.mozilla.org/pub/firefox/nightly/
3. Key press [tab] several times
Actual Results:
Focus ring looks solid line
Expected Results:
Focus ring should dotted line

There is an older focus outline bug.
