Details
STR:
1. Create two windows, one with example.com and another with some other domain
2. Cut and paste the URL from the example.com window into the other window.
3. Hit enter.
Expected behavior:
example.com opens in the other window.
Actual behavior:
focus shifts to the example.com window.

I have managed to reproduce this issue on latest Nightly build 60.0a1 using Windows 10x64, Mac 10.13.3 and Ubuntu 14.04 x64 OSes.
I've also managed to find a regression window using the Mozregression tool. Here are the results:

Afaict, this is not a regression, but a bug fix.
The normal switch to tab behavior is to switch to the tab. That is what happens in comment 0 as far as I can tell, you have that tab open in window A, you type the same address in window B, we switch to the tab in window A.
The only difference is that now the default action can be a switch to tab.
The switch to tab operation is indicated in the Address Bar popup.
shift can be used to override a switch to tab action.
Duping to bug 1439728 for now.

I hit a similar issue today as well, with one only slight change in the original comment 0 STR: the window is a new window and contains only one tab in which I paste the link. In this scenario when the switch happens it also closes my new opened window. IMO, this side effect is really confusing and un-intuitive since it overrides an user action.
Marco, would you consider reopening this bug and re-purposing it for the above scenario? Or should I create a new one?

we handle the problem in bug 1439728 (Likely I can work on that tomorrow), the duping is correct. If you need to do differently for QA reasons feel free to, but there's just bug 1439728 to handle from a coding point of view.
