So I think I misunderstood you initially. I thought (based on the bug title) that you were referring to the top-level cookie and site data settings. Those should already be synced, from what I can tell. Since this is only about the cookie exceptions, it's unfortunately much harder to sync those since they are hooked up to the permission system and we don't yet have a sync mechanism for that. I'm not sure if there's a bug for syncing permissions that we can dupe this with, I'll just put it on P4 and remove our tracking flag.

Based on my testing, nothing related to Cookies and Site Data is synced.

I can't reproduce. All top-level settings (everything besides Exceptions) is synced correctly for me.
