The Gen 5 Ironlake GPU that you have does not support D3D feature level 10.1. Feature level 10.1 is currently required by ANGLE to expose OpenGLES 3. We don't have any plans to lower the requirement until we switch away from using ANGLE and use D3D directly.
I don't think we need to fix this to enable WR on nightly.
