That's because the sender used relative links for the image and for the Rules For Tourney link. When you forward the message, the layout engine views the base of the forwarded attachment as the containing message and not the original web page this was sent from. Not sure if we can really do anything here...

Discussed at mail news bug meeting. Decided to remove RTM from this bug. This means fixing this bug is not currently planned for RTM.

Bug 204253 describes this same problem, and notes that in the forwarded version of the mail, the content-base and content-location headers of the HTML attachment in the original message are stripped from the HTML attachment in the forwarded message; and notes that editing the message to re-include those lines allows it to display the images. So, per comment 2, it appears there *is* something that could be done. Probably not terribly difficult, either.
