left frame should be full height of window (as set in Preferences) but is only
~1/3 of window height. If Preferences are changed so that the mail window (lower
right hand side window) occupies full width, the left frame uses all of the
remaining height. If Preferences are changed again, same problem as above. I can
only reproduce the problem under Windows 2000 and XP not under Linux.

The screenshots in bug 123205 look -very- similar to the one here.
(Specifically, screenshots 2 & 6).

I'm going to mark this as a dupe of that bug, since that bug deals with all
kinds of 3-panel mail screwiness.  If we still see this issue after 123205 is
resolved, we'll need to reopen this bug.
