Steps to reproduce:
1. Install Firefox 61.0a1 from https://treeherder.mozilla.org/#/jobs?repo=try&revision=499d93733484e632899a1f11d15189e5131a3594&selectedJob=170817771
2. Open the Web console ( 'CTRL' + 'SHIFT' + 'K')
3. Select Accessibility tab
4. Resize the 'Properties' area (the scrollbar should be displayed)
5. Use mouse scroll wheel
Actual result:
The mouse wheel cannot drag the content to the right or left side on the 'Properties'section.
Expected result:
The scrollbar should be dragged to the right side.
