User Agent: Mozilla/5.0 (X11; Ubuntu; Linux x86_64; rv:60.0) Gecko/20100101 Firefox/60.0
Build ID: 20180329210734
Steps to reproduce:
I'm using thunderbird 1:57.0~b2+build1-0ubuntu0.17.10.1 on lubuntu 17.10.
The tabs in the Certification Manager are not distinguishable from displayed text, it took me some time to find out that there are tabs when I added a certificate.
Actual results:
See the attached screenshot, tabs look like text.
On the screenshot the "Others" tab is selected.
Expected results:
Tab frames should be clearly visible.

Thank you for the report. On TB 57.0b2 is more support as it was a interim version. Please can you try TB 60.0b1 from here https://www.thunderbird.net/en-US/channel/ ? This will be our next stable release. Whet it happens too, please close TB, then open it again and press then CTRL-SHIFT-J. The error console will open, clear everything with pressing the trash icon on top left. Now open the prefs and the the certificate manager. Do you see errors appearing? If yes, please copy them into this bug. does the same happen to Firefox? We use the same cope.
The problem is still present in thunderbird 60.0b1: http://b.reich.io/pvnncw.png
No errors appeared in the error console.
It doesn't happen to firefox (version 60.0~b8+build1-0ubuntu0.17.10.1), there it looks completely different: http://b.reich.io/xzedpg.png

This looks like a Ubuntu bug. The tabs are here but they have no border. Try to click on "People" or "Servers". With the theme Adwaita it works. With Ambiance or Radiance not. On Mint or Fedora I see the tabs.

You can have it too. Set in Preferences > Advanced > General > "Config Editor" mail.preferences.inContent to true.
You're right, with the Industrial theme it works but with Lubuntu-default it doesn't.
Why does the tab invisibility problem only happen in thunderbird?

Tested TB 52 and the tabs are invisible too. This seems to be a regression of Ubuntu's themes. Could you file a bug at Ubuntu?
I've reported a bug there: https://bugs.launchpad.net/lubuntu-artwork/+bug/1760688
