The problem is not resolved yet - we should keep this one open - eventually someone will pick up csp navigate-to again and will look into this problem.

This isn't done. It might never be, but keeping it open depending on how fast https://bugzilla.mozilla.org/show_bug.cgi?id=1793560 moves on
