Does it go away if you go to about:config and toggle extensions.webextensions.remote ?
Alternatively, can you run mozregression (https://mozilla.github.io/mozregression/ ) to find out when this broke?
(Note: please don't change the priority field.)

Setting up extensions.webextensions.remote to false actually solved the issue for me!
This issue appeared 4-5 builds ago, if that helps
Thank you once again.

I've been seeing this as well on osx, also saw issues in website headers (e.g. facebook header flickering). Just updated, 61.0a1 (2018-04-03) (64-bit), and I no longer have those issues.

This is probably the same flickering problem as bug 1450520 and should be fixed now that bug 1450360 has relanded with a better fix.
