On Nightly 61 (at least on OSX, not confirmed on others)
1. Customize the UI to use the "Dark" theme (Overflow->Customize->Themes->Dark).
2. Open a new tab and you'll see a white screen flash first before the dark new tab page (activity stream) loads.
3. To make this more obvious you can also open several new tabs quickly (hold cmd-T). The new tab page will be white for an extended period as the tabs load.
This is jarring/annoying for anyone that prefers dark themes or is light sensitive. The newtab page should default to the dark grey colour on the "Dark" theme prior to loading in ActivityStream so that the transition is seemless.

There are some investigations in bug 1452364. Maybe this one could be marked as a duplicate of issue 1452364?
