I am unable to open a new tab (CTRL-T) if the focus is on a tab that is loading
a webpage at the moment. By loading I mean when Mozilla is waiting for a server
response. No part of the webpage has appeared yet. The loading tab is
completely grey in color. While it is completely grey, CTRL-T is unable to open
up new tabs.
Reproducible: Always
Steps to Reproduce:
1. Open a link in a new tab (preferrably load a slow site)
2. Switch focus to this loading new tab if it is not already on top
3. While this new tab is still completely grey, before the webpage begins to
appear, hit CTRL-T (multiple times if you want)
Actual Results: No new tabs are created
Expected Results: Opened new empty tabs from CTRL-T
System: PIII 700, 512MB RAM, ATI Radeon 64MB DDR VIVO

Since bug 764595 comment 121 reopened many bugs that are dupes of each other
(but not bug 764595 apparently), trying to better resolve the situation.
