They are doing so currently, but they probably should not.
This is discovered in bug 1434130 when comparing the old and new list of keywords in properties-db.

This is invalid. We use MozLength::parse_disallow_keyword for those, and this is tested.
Up to you whether you want to repurpose the bug to fix SpecifiedValueInfo, but may not be 100% worth it.
