To avoid needing to relocalize strings, we should figure out a way to get the existing strings to the new locations

Just a heads up that bug 1463943 is on autoland with https://hg.mozilla.org/integration/autoland/file/238c2caac25d/browser/locales/en-US/chrome/browser/activity-stream/newtab.properties After that merges to m-c, we'll land bug 1457582 in activity-stream repository (instead of just using the script for the initial export). After the migration of existing strings happens, we can start importing with bug 1457580.
